Vision IT is seeking an experienced ServiceNow Developer for a potential contract supporting the U.S. DOE Naval Reactors Laboratory Field Office at the Bettis Atomic Power Laboratory in West Mifflin, PA.

The role is contingent on contract award and not yet funded for performance. The developer will design, configure, test, and maintain ServiceNow applications and workflows, supporting ITSM/ITOM and secure processes aligned with federal standards.

Position Overview

Vision IT is seeking an experienced ServiceNow Developer for a potential contract supporting the U.S. Department of Energy (DOE) Naval Reactors Laboratory Field Office (NRLFO) Mission Support Division at the Bettis Atomic Power Laboratory. This position is contingent upon contract award and is not currently funded or authorized for performance.

The ServiceNow Developer will design, develop, configure, test, document, deploy, and maintain ServiceNow applications and workflows supporting critical business and technical processes.

The ideal candidate will combine strong ServiceNow development and administration capabilities with an understanding of federal IT security, compliance, change control, configuration management, secure development practices, and documentation requirements.

This position will work closely with Mission Support Division personnel, government stakeholders, technical teams, and contractor organizations to translate business requirements into secure, effective, and sustainable workflow solutions that improve operational efficiency and support the Naval Reactors mission.

Key Responsibilities
  • Design, develop, configure, test, and deploy ServiceNow applications and workflow solutions.
  • Develop and maintain ServiceNow forms, workflows, service catalogs, modules, and custom applications.
  • Support ServiceNow capabilities including ITSM, ITOM, workflow automation, service catalog, and custom applications.
  • Analyze stakeholder requirements and translate them into effective, scalable, and maintainable ServiceNow solutions.
  • Provide operational support for deployed ServiceNow applications, workflows, and modules.
  • Troubleshoot ServiceNow platform, application, software, and network-related issues.
  • Maintain accurate technical documentation for all developed, configured, and deployed modules.
  • Maintain development tracking logs to support lifecycle management, auditability, and program oversight.
  • Ensure ServiceNow development activities comply with applicable federal IT standards, DOE/NNSA requirements, and site-specific procedures.
  • Apply secure software development, change-control, configuration-management, testing, and documentation practices.
  • Support mission-driven automation and workflow-enhancement initiatives.
  • Identify opportunities to improve business processes and increase organizational efficiency through workflow automation.
  • Coordinate project-oriented ServiceNow development requests with Mission Support Division personnel and technical teams.
  • Track development tasks, projects, milestones, risks, dependencies, and completion dates.
  • Communicate project status, risks, schedule concerns, and recommended mitigation strategies to management.
  • Provide bi-weekly management briefings on ServiceNow development projects and initiatives.
  • Develop, maintain, and document ServiceNow development policies, procedures, processes, and standards.
  • Collaborate with cybersecurity, IT, and business stakeholders to ensure solutions meet security and mission requirements.
Required Qualifications
  • Bachelor's degree in Computer Science, Information Technology, Information Systems, or a related field from an accredited institution.
  • Minimum of two years of directly relevant ServiceNow development and/or administration experience.
  • Demonstrated proficiency in configuring, scripting, developing, testing, and deploying ServiceNow solutions.
  • Experience with ServiceNow ITSM, ITOM, workflow, service catalog, and/or custom applications.
  • Understanding of federal IT compliance requirements, including change control, configuration management, auditability, secure development, and technical documentation.
  • Familiarity with applicable DOE Orders, NNSA directives, FISMA/NIST requirements, and information-system security requirements.
  • Excellent written and verbal communication skills.
  • Ability to explain technical concepts clearly to technical and non-technical stakeholders.
  • Ability to work independently while effectively collaborating with government, contractor, and technical teams.
  • Demonstrated ability to manage multiple priorities and meet established project deadlines.
  • Ability to obtain and maintain the required DOE Facility Clearance and access.
Preferred Qualifications
  • ServiceNow certifications such as Certified System Administrator (CSA), Certified Application Developer (CAD), or other relevant ServiceNow certifications.
  • Experience integrating ServiceNow with enterprise applications and systems operating in federal or highly regulated environments.
  • Experience with secure software development lifecycle practices.
  • Experience developing IT policies, standard operating procedures, processes, or compliance documentation.
  • Experience supporting federal, defense, DOE/NNSA, national security, nuclear, or other highly regulated environments.
  • Experience working within FISMA, NIST, or comparable federal security frameworks.
  • Demonstrated ability to identify and implement workflow automation and process improvements.
  • Experience gathering requirements and working directly with business stakeholders and end users.
  • Strong project coordination, documentation, and communication skills.
Work Environment

This position is expected to be performed on-site at the Bettis Atomic Power Laboratory in West Mifflin, Pennsylvania, subject to contract requirements and government/site approval.

The successful candidate will operate in a mission-focused environment where security, reliability, documentation, and adherence to established processes are essential.

Security Clearance Requirements

This position supports a sensitive national-security mission.

All personnel performing work under the contract must be able to obtain a DOE Facility Clearance. DOE L access is required for this position.

Applicable Department of Defense clearance reciprocity may be considered while DOE clearance adjudication is underway, subject to government requirements and approval.
