Job summary

Empower AI, a government-focused technology firm, seeks a Service Portal Developer to build and improve the IT Service Portal for a DoD agency with ~13,000 users. You will implement portals, widgets, workflows, and knowledge experiences on ServiceNow and Microsoft 365, ensuring accessibility and responsive design.

Hybrid role based in Quantico, VA with remote eligibility and up to 10% travel. Bachelor's degree + 4 years related experience; active clearance or ability to obtain Top Secret as

Qualifications

• Bachelor's degree and a minimum of 4 years of related experience (an additional 4 years may substitute for the degree).
• Must be a U.S. Citizen.
• Must possess and maintain a current DoD 8570/8140 IAT Level I baseline certification prior to cybersecurity duties.
• Must have an Active Secret Clearance (favorably adjudicated T3/T3R) to start.
• Must be willing to obtain Top Secret eligibility after start, if required.
• Must be within investigation scope/ Continuous Vetting.
• Minimum of 3 years of web or Power Platform development in an enterprise environment.
• Proficiency in HTML5, CSS3, JavaScript/TypeScript, and Power Apps/Power Automate/SharePoint Online/SPFx.
• Experience delivering Section 508 / WCAG 2.x compliant, responsive content.
• Experience working in an Agile framework with sprint demos and UAT.
• Experience with a web content management system and Adobe Creative Suite for web graphics.
• Strong problem‑solving and communication skills.

Responsibilities

• Design, develop, test, and maintain Service Portal / Employee Center pages, widgets, themes, and forms on the ITSM platform.
• Implement the user‑facing self‑service experience: knowledge base, automated fulfillment, ticket status, and Confirm/Close actions.
• Ensure all portal components meet 508/WCAG and accessibility; support VPAT preparation.
• Analyze portal usage analytics and feedback; report status for Monthly Activity Report.
• Develop on Microsoft 365 / Power Platform to automate processes and improve UX.
• Maintain public‑facing web content using HTML/CSS/JS and Adobe Creative Suite; ensure compliance.
