Job summary

State of South Carolina seeks an Operations/SEOC Program Manager to lead state operations, serve as SEOC manager, coordinate capabilities, test equipment, and develop drills. Manage PalmettoEOC and coordinate with GIS and SERT for response training. Maintain EMAP-ready documentation and provide training during activations and exercises.

Will supervise committees, plan monthly SEOC trainings, and conduct annual tabletop exercises while ensuring 24-hour readiness and interagency collaboration.

Qualifications

• A bachelor’s degree and two years’ experience in operations, training and exercise, or technical planning.
• One year of project management or related experience.
• Must be computer literate.
• Ability to communicate clearly in writing and oral.
• Ability to establish and maintain effective relationships with association, local, and state government personnel.
• Overnight travel may be required for conferences, workshops, and events.
• Capable of lifting equipment up to 35 pounds.
• South Carolina Certified Emergency Manager certification preferred or will seek to acquire within three years.

Responsibilities

• Represents state operations and acts as SEOC manager coordinating capabilities, equipment testing and drills.
• Enhances AV systems and situational awareness tools in SEOC; maintains SEOC functions and operations.
• Manages PalmettoEOC common operating picture program and supervises steering committees.
• Coordinates with GIS for decision-support tool development and with SERT leads for response training.
• Develops and conducts SEOC and AEOC trainings and annual tabletop exercises.
• Prepares reports for SCEMD Director and other state executives; supports EMAP documentation.
• Maintains 24-hour Duty Officer availability and performs other duties as assigned.
