Job summary

The California High-Speed Rail Authority seeks a Travel Compliance Manager to lead the Travel and Revolving Fund Section in Sacramento. You will analyze, audit, and review domestic and international travel claims for senior staff and board members, ensuring alignment with CalHR, CCR, SAM, and DGS STP rules.

Responsibilities include policy development, staff training, and periodic audits, with guidance to Contracts and Procurement on travel within contracts.

Qualifications

• Experience with travel reimbursement rules and approval processes.
• Experience with FI$Cal, PeopleSoft or ERP software.
• Knowledge of state accounting systems and Governmental Accounting Standards.
• Experience with external fiscal control agencies (e.g., Department of Finance, SCO).
• Experience in supervisory capacity and staff training/evaluation.
• Ability to qualify for a fidelity bond.
• Excellent organizational, research, and analytical skills.
• Strong interpersonal skills and verbal/written communication.

Responsibilities

• Analyze, audit, and review travel and relocation claims for high-level staff, including executives and Board Members.
• Ensure compliance with CalHR, CCR, SAM, and DGS STP requirements.
• Provide guidance on travel regulations to contracts and procurement related to consultants.
• Train Travel staff on applicable travel rules and conduct periodic audits.
• Develop, update, and implement travel policies and procedures.
