Job summary

Moffatt & Nichol is seeking a Development Manager / Technical Lead to join its IT Group and lead the software development team. The role blends hands-on coding (about 60%) with strategic leadership (about 40%), guiding architecture, design, and delivery for complex waterfront infrastructure projects.

The ideal candidate has extensive hands-on software experience, strong leadership, and a track record of delivering high-quality solutions on time and within budget.

Qualifications

• Bachelor's degree in Computer Science, Software Engineering, Information Systems, or related field.
• 15+ years of relevant experience, including 5+ years in management of development teams.
• Proven success as a people manager and senior technical contributor in hands-on projects.
• Experience leading teams and delivering software projects on time and within budget.
• Experience in resource allocation, budgeting, and project prioritization.
• Ability to coach contributors and reinforce team standards and delivery expectations.
• Strong strategic planning, communication, and leadership abilities.

Responsibilities

• Lead and manage the development team, fostering collaboration, accountability, and technical excellence.
• Guide architecture, solution design, coding standards, and development practices.
• Perform hands-on development on high-priority, complex solutions; review code and troubleshoot.
• Set goals, provide feedback, and conduct performance evaluations.
• Ensure delivery commitments, quality, estimation accuracy, and documentation.
• Partner withBusiness Analyst to clarify requirements, scope, and priorities.
• Oversee estimation, work breakdown, and resourcing; refine estimates as needed.
• Monitor timelines, budgets, and resources to ensure on-time delivery.
• Ensure adherence to coding standards, QA/QC, and regulatory requirements.
• Promote engineering practices across the team: reviews, standards, testing, release readiness.
• Mentor developers in solution design, problem solving, and growth.
