Job summary

Blue Cross NC is seeking a Senior Technical Project/Program Manager to lead complex technology initiatives from planning through delivery and post-implementation transition. You will coordinate cross-functional teams, manage schedules, budgets, risks, and dependencies while ensuring governance and transparency.

In this hybrid role based in Durham with remote flexibility, you will drive agile practices, align stakeholders, and deliver high-quality outcomes across digital technology programs.

Qualifications

• Bachelor's degree or advanced degree (where required).
• 5+ years of experience in related field.
• In lieu of degree, 7+ years of experience in related field.

Responsibilities

• Lead planning, execution, and delivery of digital technology initiatives with integrated plans, schedules, milestones, roadmaps, and release timelines.
• Coordinate cross-functional efforts across Agile teams, engineering, product, business stakeholders, vendors, and enterprise programs.
• Maintain technical and product knowledge to anticipate delivery risks and resolve blockers.
• Identify, assess, track, and manage risks, issues, dependencies, and decisions with timely escalation.
• Ensure alignment with governance standards, delivery methodologies, and quality expectations.
• Manage resources, capacity planning, and forecasting for delivery planning.
• Track budgets, forecasts, vendor commitments, and resource impacts for scope and timeline visibility.
• Build and maintain relationships with business leaders and stakeholders.
• Serve as primary contact for project communications, status, risk, escalations, and engagement.
• Translate complex delivery information into clear updates for executives.
• Support Agile delivery through PI planning, sprint and release coordination, dependency management.
• Coordinate release readiness, approvals, and change management.
