Job summary

Blue Cross and Blue Shield of North Carolina is seeking a Senior Technical Project/Program Manager to lead complex, technology-driven initiatives from planning through delivery and post-implementation transition.

The role coordinates Agile delivery, oversees governance, roadmaps, budgets and risks, and serves as the primary point of contact for executives and stakeholders across engineering, product, and business teams.

Qualifications

• Bachelor's degree or advanced degree required.
• 5+ years of experience in related field.
• In lieu of degree, 7+ years of experience in related field.

Responsibilities

• Lead planning, execution, and delivery of digital technology initiatives with integrated plans, schedules, milestones, roadmaps, and release timelines.
• Coordinate cross-functional efforts across Agile teams, engineering, product, business stakeholders, vendors, and enterprise programs.
• Maintain technical and product knowledge to anticipate delivery risks and resolve blockers and dependencies.
• Identify, assess, track, and manage risks, issues, assumptions, dependencies, and decisions.
• Ensure alignment with governance standards, delivery methodologies, compliance requirements, and quality expectations.
• Manage resources, capacity planning, and forecasting; oversee budgets and vendor commitments.
• Build and maintain relationships with business leaders, product teams, technology partners, and stakeholders.
• Serve as the primary point of contact for project communications, status reporting, and escalations.
• Translate complex technical updates into clear business-focused communications.
• Support Agile delivery through PI planning, sprint/release coordination, and dependency management.
• Coordinate release readiness activities and transition to production support.
