Job summary

Blue Cross NC is seeking a Senior Technical Project/Program Manager to lead technology-driven projects from planning to delivery and post-implementation transition. You will coordinate cross-functional teams, manage budgets and risks, and ensure governance and quality standards are met.

The role requires 5+ years in a related field (or 7+ years in lieu of a degree), strong Agile delivery experience, and the ability to communicate effectively with executives and stakeholders.

Qualifications

• Bachelor's degree or advanced degree (where required)
• 5+ years of experience in related field
• In lieu of degree, 7+ years of experience in related field

Responsibilities

• Lead the planning, execution, and delivery of digital technology initiatives with integrated plans, schedules, milestones, roadmaps, and release timelines
• Coordinate cross-functional Agile teams, engineering, product, stakeholders, vendors, and programs to ensure successful delivery
• Maintain technical and product knowledge to anticipate risks, support tradeoffs, and resolve blockers
• Identify, assess, track, and manage risks, issues, assumptions, dependencies, and decisions with timely escalation
• Ensure alignment with governance, compliance, and quality expectations
• Manage resources, capacity planning, and delivery constraints with forecasting
• Track budgets, forecasts, vendor commitments, and resource impacts to reveal scope/timeline drivers
• Build relationships with business leaders, product teams, technology partners, and vendors
• Serve as primary contact for communications, reporting, risk management, escalations, and stakeholder engagement
• Translate technical delivery into clear updates for business and executives
• Support Agile delivery through PI planning, sprints, releases, and dependency management
• Coordinate release readiness, approvals, and transition to production support
• Monitor delivery performance, quality, scope, and schedule adherence
• Contribute to program-level improvements in governance and collaboration
