Job summary

Blue Cross NC is seeking a Senior Technical Project/Program Manager to lead complex, technology-driven programs from planning through delivery and post-implementation transition. You will coordinate cross-functional Agile teams, manage budgets, risks, and dependencies, and serve as the primary contact for project communications.

• 5+ years of experience in related field.

Responsibilities

• Lead the planning, execution, and delivery of digital technology initiatives by developing and managing integrated project plans, schedules, milestones, roadmaps, and release timelines.
• Coordinate cross-functional efforts across Agile teams, engineering, product, business stakeholders, vendors, and enterprise programs to ensure successful delivery outcomes.
• Identify, assess, track, and manage project risks, issues, assumptions, dependencies, and decisions, ensuring timely escalation and resolution when needed.
• Ensure alignment with organizational governance standards, delivery methodologies, compliance requirements, and quality expectations.
• Manage project resources, capacity planning, team allocations, and delivery constraints while supporting accurate forecasting and execution planning.
• Track and oversee project budgets, financial forecasts, vendor commitments, and resource impacts, providing visibility into factors affecting scope, timeline, and business outcomes.
