Qualifications

• Bachelor's degree in IT/IS/CS or related field.
• 12+ years' experience leading complex IT projects or programs.
• Proven ability to deliver multi-disciplinary programs on time and within budget.
• Experience managing multi-vendor and cross-organizational resources.
• Experience in forecasting, budgeting, and performance metrics.
• Excellent written and verbal communication skills.
• Ability to work onsite/hybrid within San Diego County.

Responsibilities

• Lead full lifecycle execution of complex IT programs across multiple departments.
• Define project requirements with CTO and stakeholders balancing cost, schedule, and performance.
• Build strong customer relationships and manage expectations.
• Establish program governance, delivery methodologies, and reporting standards.
• Coordinate delivery across architecture, development, infrastructure, QA.
• Provide leadership and mentorship to delivery teams.
• Serve as senior escalation point for impediments.
• Forecast, budget, and measure program performance.
