Job summary

Jobtailor in Coronado, CA seeks an experienced engineering surveillance professional to plan, execute, and document government-facing surveillance of design, development, and production efforts.

You will apply agency processes, review technical proposals, and provide expert inputs for leadership briefings, while driving corrective actions and continuous process improvements. A strong background in DAWIA, contracts, and performance indicators is required.

Qualifications

• Must be a US citizen
• Must possess and maintain a TS w/SCI eligibility
• DAWIA Practitioner Equivalency IAW the PWS (DAWIA level II equivalent)
• Certification in Test and Evaluation or Engineering (systems, computer, or electrical) or equivalent fields
• DAWIA Level III desired
• Bachelor's degree in computer, electrical, mechanical, or systems engineering
• Minimum of 10 years of relevant engineering experience
• Experience evaluating technologies for incorporation into identified Program Office portfolios
• Experience developing/managing technical contracts
• Experience identifying/coordinating technical issues and policy across various technical capability areas
• Working knowledge of the Defense Acquisition Framework process
• Knowledge of technical, price, and cost analysis sufficient to review proposals and actual and estimated expenditures
• Knowledge of methods and techniques of fact-finding, analysis, and resolution of complex contracting problems
• Ability to develop concrete action plans to solve problems

Responsibilities

• Plan, execute, and document surveillance of design, development, and production efforts on behalf of government counterparts
• Use performance indicators identified in applicable engineering surveillance processes
• Provide expert-level support regarding the adequacy and clarity of agency engineering and analysis processes
• Apply agency processes and reporting requirements daily
• Review engineering change proposals, requests for waivers and deviations, and nonconforming materials
• Provide expert-level inputs for leadership status briefings covering assigned programs, projects, problems, and recommended resolutions
• Analyze performance-indicator trends
• Assist government counterparts with managing agency-level performance indicators
• Recommend corrective actions and establish lessons learned
• Influence process improvements
