Job summary

Health and Human Services Commission (HHSC) in Austin, TX, seeks an experienced Systems Analyst VII to lead the TIERS/MES applications portfolio. You will guide complex initiatives, drive automation, and ensure secure, cost-effective solutions across cloud-native and hybrid platforms.

Responsibilities include portfolio planning, lifecycle management, and governance, with a focus on performance measurement, dashboards, and executive reporting to support strategic decisions.

Qualifications

• Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field.
• 12+ years of progressive IT experience supporting enterprise applications and technology platforms.
• Experience leading large, complex technology initiatives involving multiple teams and stakeholders.
• Experience managing enterprise application portfolios, application lifecycle management, or large-scale application operations.
• Experience developing or using KPIs, metrics, dashboards, and executive reports to support decision-making.

Responsibilities

• Provide technical leadership for complex, high-visibility initiatives; evaluate solution options; resolve technical challenges; deliver reliable, secure, scalable, and cost-efficient solutions.
• Lead efforts to improve application quality, operational efficiency, and service delivery through process improvements, automation, and best practices.
• Oversee application portfolio planning, lifecycle management, and prioritization activities to maintain a healthy, cost-effective environment.
• Develop and maintain portfolio performance measures, metrics, dashboards, and executive reporting for transparency and accountability.
• Partner with business, product, infrastructure, security, operations, and vendor teams to set priorities and support technology investment decisions.
