RESPEC is seeking an experienced Senior Business Analyst to support a landmark Medicaid systems modernization project for the Texas Health and Human Services Commission (HHSC). You will bridge policy mandates and technical execution, delivering requirements and architectures for millions of Texans.

As a key member of the project delivery team, you will oversee vendors, cross‑functional engineering teams, and state healthcare initiatives, ensuring robust deployment strategies and compliant

Qualifications

• 8+ years of experience in vendor and delivery oversight.
• Experience with requirements engineering and artifact management.
• Strong background in system analysis and implementation support.
• Experience with SIT/UAT and release management.
• Knowledge of public sector policy and healthcare systems.
• Familiarity with enterprise architecture and integration.

Responsibilities

• Lead end-to-end business analysis for enterprise software delivery.
• Provide structured oversight for external vendor deliverables and ensure alignment with standards.
• Manage scope, release acceptance criteria, and system rollout activities.
• Monitor SIT and UAT execution across projects.
• Translate health policy rules into actionable requirements and architectures.
• Coordinate cross-team collaboration across infrastructure, UI, database, and integration workstreams.
