Kelly is seeking an experienced Subcontracts Manager to lead the full lifecycle of subcontracts supporting Federal Government and Aerospace & Defense programs. Responsibilities include sourcing, RFPs, negotiations, contract administration, compliance, risk management, and closeout, with a focus on Earned Value Management (EVM) requirements.

Formación

• Bachelor's degree or equivalent combination of education and experience.
• 10+ years of Federal Government contract/subcontract administration, preferably DoD.
• 3+ years of Federal Government purchasing experience.
• 10+ years of contract/subcontract management and negotiation experience, preferably Aerospace & Defense.
• Prior EVM experience within subcontract management is required.
• Strong knowledge of FAR, DFARS, TINA, CAS, and ITAR.
• Experience with FFP, CPFF, CPIF, CPAF, and IDIQ contract types.
• Strong negotiation, communication, analytical, organizational, and problem-solving skills.
• Familiarity with Teaming Agreements, Bidder Agreements, and NDAs.

Responsabilidades

• Manage subcontract sourcing, RFPs, proposals, negotiations, awards, and administration.
• Review contractual requirements and ensure compliance with prime contract flow-downs.
• Lead cost/price analysis, source selection, and negotiation strategies.
• Manage subcontractor performance, deliverables, changes, and contractual issues.
• Identify and mitigate contractual, financial, and program risks.
• Partner with Program Management, Contracts, Finance, Proposal, and Supply Chain teams.
• Maintain accurate subcontract documentation and ensure compliance with company policies.
