Job summary

MIT Lincoln Laboratory seeks a Subcontracts Manager to lead procurement and subcontract management for major facility infrastructure, A&E, and professional services. The role demands independent judgment, strong negotiation skills, and management of high-value procurements with limited oversight.

You will collaborate with Facilities project managers, engineers, and contractors to address risks, prepare acquisition strategies, and ensure compliant subcontract administration.

Qualifications

• Bachelor's degree with 10+ years of relevant experience or Master's with 6+ years.
• Experience in construction, facilities, A&E, infrastructure, or capital improvement procurement and subcontracting.
• Independent management of complex/high-value subcontracts.
• Cost/price analysis, negotiations, change orders, contract administration.
• Knowledge of FAR/DFARS and subcontract flow-down clauses.

Responsibilities

• Lead planning, solicitation, negotiation, award, administration, and closeout of complex subcontracts (Facilities, A&E, infrastructure).
• Develop acquisition strategies and advise on procurement approaches and risks.
• Prepare and manage competitive and noncompetitive solicitations (RFPs, RFQs, IFBs, QBS).
• Review SOWs, specs, drawings, and procurement requirements for risks.
• Perform cost/price analyses and document fair and reasonable pricing.
• Lead negotiations on pricing, terms, schedule, and risk allocation.
• Administer change orders and contract modifications; ensure compliance.
