Job summary

Northrop Grumman Defense Systems in Roy, UT is seeking a Manager Subcontracts 2 for the Sentinel (GBSD) program, based in Roy, UT. This role supports subcontracting activities to align with cost, schedule, and quality objectives.

You will develop SOWs, lead bid processes, and collaborate with contracts, supply chain, engineering, and program management to advance subcontract efforts. A DoD Secret clearance is required or pursued; relocation assistance may be offered.

Qualifications

• Bachelor's Degree and 8 years of related experience.
• Master's Degree and 6 years' experience or an additional 4 years of related experience in lieu of degree.
• Must be willing to obtain and maintain a U.S. Government DoD Secret security clearance.
• Demonstrated experience preparing bid/RFP packages, conducting bidders’ conferences, analyzing and evaluating supplier proposals, and making supplier recommendations.
• Direct experience serving as the primary subcontract manager or key interface for a major subcontractor.
• Experience leading cross‑functional teams (engineering, facilities, finance, contracts, legal) to develop requirements and resolve subcontract issues.

Responsibilities

• Ensures effective execution of subcontracting activities aligned with program cost, schedule, technical, and quality objectives.
• Leads development of subcontract specifications, statements of work, and terms and conditions for specialized materials, equipment, software, and/or services.
• Prepares bid/RFP packages, conducts bidders’ conferences, analyzes and evaluates proposals, negotiates subcontract provisions, recommends/selects subcontractors, issues awards, and administers resulting subcontracts through completion.
• Manages and negotiates additions, deletions, and modifications to subcontracts.
• Partners closely with contracts administration, supply chain, engineering, program management, and other functional stakeholders to implement and improve subcontract‑related procedures and practices.
• Receives assignments in objective‑oriented terms, provides direction to subordinates based on management guidance and established procedures, and is reviewed for adequacy in meeting program and functional objectives.
• Oversees projects and tasks through non‑exempt and/or exempt employees, and may achieve results through lower‑level supervisors or experienced exempt staff.
• Typically functions as an advisor to the team, becoming directly involved in day‑to‑day execution only when needed to meet key milestones or resolve complex technical, contractual, or operational issues.
• Executes department procedures that affect employees within the organization, interprets and applies organizational guidance, and recommends improvements to operating practices.
• Ensures that assigned subcontracts and related work packages are completed on schedule and within budget.
• Frequently interacts with internal stakeholders and external customer/subcontractor representatives at various management levels, including conducting briefings and participating in technical and program meetings related to operations, schedules, and specific phases of projects or contracts.
