Job summary

JT4, LLC is seeking a Subcontracts Administrator to manage supplier relations and contract execution for DoD programs. You will prepare RFPs, evaluate proposals, negotiate terms, and ensure compliance with FAR/DFARS while coordinating with engineering, finance and program teams.

The role requires a bachelor’s degree and 7–10 years of federal and commercial subcontract experience; DoD settings; ability to obtain a security clearance and a valid driver’s license.

Qualifications

• Bachelor's degree and 7–10 years of federal government and commercial subcontract experience.
• Knowledge of FAR/DFARS contracting policies; DoD experience required.
• Understanding of T&M, Labor Hour, Cost Reimbursable and Fixed Price contracts.
• Ability to obtain and maintain a government security clearance; valid driver’s license.

Responsibilities

• Prepare recommended source lists of qualified subcontractors.
• Prepare RFP/quotation packages and verify accuracy.
• Interface with program, project, safety, security, data management and accounting groups.
• Negotiate terms with subcontractors to conform with FAR/DFARS and JT4 policies.
• Maintain auditable subcontracts files and ensure compliance.
• Maintain strong relationships with first-tier subcontractors.
• Coordinate with Range Managers and other functional groups (Engineering, IT, Finance).
• Prepare procurement documents and change orders including FAR flow-downs.
• Prepare reports and contractual correspondence for management and clients.
• Maintain procurement files including payment records.
• Perform procurement closeout and file storage.
• Serve as liaison between subcontractor and Subject Matter Experts.
• Develop cost reduction and performance-improvement plans.
