Job summary

WSP USA is seeking a seasoned Procurement and Contracts Lead for our Houston, TX office. You will oversee the full procurement lifecycle on major projects, guiding contracting and purchasing activities from pre-award to closeout.

You will partner with Project Managers, Engineers and vendors to define scope, KPIs and budgets, while ensuring adherence to WSP policies. Travel may be required, and the role reports to the Director of Supply Chain Management.

Qualifications

• Bachelor’s degree in engineering, science, environmental, business, or related discipline.
• 10+ years of supply chain relevant experience.
• Several years of supervisory experience.
• Proficiency with Oracle based SCM systems.
• Strong relationship management, problem solving, analytical and negotiation skills.

Responsibilities

• Manage procurement functions (contracting and purchasing) on major projects.
• Develop and issue bid packages, RFPs and RFQs, and evaluate bids.
• Negotiate and clarify terms; form and issue PO’s and contracts.
• Collaborate with clients to define scope, KPIs, budgets, workflows and procedures.
• Coordinate with Project Managers, Engineers and logistics teams to align purchasing with project needs.
• Manage PO changes and closeouts; communicate schedule conflicts and delays as needed.
• Interface with client procurement representatives and vendors to ensure coverage of PO activities.
• Ensure compliance with departmental and corporate procurement policies.
