Job summary

TYLin is seeking a senior Water Engineer/Technical Advisor to support the City of Richmond’s Water Resources Office with expert guidance on stormwater permitting, site plan review, and regulatory compliance. You will interpret complex regulations and implement sustainable stormwater solutions for large development projects.

Responsibilities include reviewing plans, leading technical analyses, and mentoring staff, while collaborating with City staff to ensure quality assurance and compliance

Qualifications

• Professional Engineer (PE) license required (Virginia registration strongly preferred).
• 5-10 years of stormwater design experience.
• Extensive experience reviewing complex land development and infrastructure projects.
• Strong technical writing, communication, and mentoring skills.
• Ability to provide technical leadership, regulatory interpretation, and quality assurance for permit and site plan reviews.

Responsibilities

• Provide senior-level guidance for stormwater permitting, site plan review, regulatory compliance, and engineering support.
• Assist City staff in review of complex development projects, interpretation of regulatory requirements, and implementation of sustainable stormwater management solutions.
• Lead technical reviews and mentorship to junior staff, ensuring accuracy and compliance with standards.
• Support FEMA, Chesapeake Bay regulations, and local permit processes in project reviews.
