Job summary

The City of Irving seeks a dedicated professional to manage the FEMA Community Rating System (CRS) program within its CIP and Municipal Drainage Utility. Duties include inspections, plan reviews, reporting, and drone-based site assessments to ensure compliance with stormwater regulations.

You will lead post-construction inspections, monitor pipelines and drainage projects, and support floodplain management initiatives.

Qualifications

• Bachelor’s degree or equivalent in environmental science, watershed sciences, natural resources, construction management or related field.
• Three years of environmental or public works construction project experience.
• Must possess a valid driver’s license.
• Must obtain HAZWOPER, Railroad Safety and OSHA 30-Hour Construction certifications within one year of hire.
• QCIS or similar certification within six months of hire.
• FAA Part 107 Remote Pilot and Certified Floodplain Manager certifications are beneficial.

Responsibilities

• Implement, develop, report and improve the CRS program for stormwater and floodplain management.
• Inspect construction sites and stormwater facilities for compliance with regulations.
• Review Stormwater Pollution Prevention Plans and monitor construction activities.
• Lead development and administration of post-construction inspection program; oversee compliance with CRS.
• Conduct stormwater sampling, monitoring and investigations; operate drones for aerial inspections and mapping.
• Provide technical guidance to inspection staff and respond to stormwater emergencies and citizen concerns.
• Prepare inspection reports, notices of violation and other compliance documentation.
• Assist with floodplain management activities and support city stormwater programs.
