Job summary

City of League City in Texas seeks a qualified professional to serve as Floodplain Administrator under NFIP, manage CRS, and ensure MS4 compliance. Responsibilities include reviewing permits, elevation and LOMR submissions, and performing hydrology analyses with the Drainage Engineer.

The role requires knowledge of NFIP, FEMA mapping, and public outreach; EIT/CFM preferred, with a Texas driver’s license. This is a full-time, on-site position supporting city drainage and floodplain initiatives.

Qualifications

• Knowledge of NFIP regulations (44 CFR Parts 59 and 60) and FEMA flood mapping.
• Experience with CRS program administration and MS4 permits.
• GIS proficiency and ability to interpret hydrologic data.
• EIT certification and CFMs are preferred or ability to obtain within 12 months.
• Strong public speaking and written communication skills.
• Valid driver’s license in Texas.

Responsibilities

• Serve as the City’s Floodplain Administrator under NFIP and administer the Flood Ordinance.
• Administer CRS program, ensure annual recertifications and documentation.
• Review floodplain development permits, elevation certificates, and LOM/LOMR submittals.
• Make substantial improvement and substantial damage determinations.
• Assist Drainage Engineer with drainage plan review and hydrology analyses.
• Provide technical assistance on FEMA flood maps and drainage issues.
• Coordinate with FEMA Region 6, TWDB, and regional partners.
• Lead public outreach for CRS and flood insurance promotion.
• Direct MS4 permit implementation and minimum control measures.
• Supervise staff and prepare budgets for floodplain management programs.
