Job summary

Kyndryl seeks an exceptional Government Leader (Consult Partner) to drive large-scale digital transformation and technology modernization programs across State and Local Government agencies in California, including Sacramento and Los Angeles. You will lead end-to-end engagements, advise C-level state executives, and shape IT roadmaps spanning cloud, cybersecurity, data integration, and modernization.

Qualifications

• Proven experience leading consultative technology sales, advisory services, or IT transformation programs within State & Local Government (California).
• Strong track record building relationships with State CIOs, agency executives, and procurement leaders.
• Deep background in management or technology consulting with responsibility for revenue targets, profitability, and deal margins.
• Ability to independently manage end-to-end client strategies, deal pricing, and cross-functional teams in lean environments.
• Experience with state public contracting laws, budget cycles, and regulatory frameworks (StateRAMP, FedRAMP, CJIS, HIPAA).
• Experience with top-tier management or technology consulting firms.

Responsibilities

• Lead complex client engagements from pre-deal strategy through post-deal implementation planning and delivery oversight.
• Provide executive guidance to State CIOs, CTOs, Cabinet Secretaries, Agency Directors, and Procurement Executives.
• Translate state policy goals and budget cycles into actionable IT transformation roadmaps.
• Establish strategic relationships across key state agencies and higher education entities.
• Oversee pricing, risk reviews, and cross-functional technical resources to drive successful engagements.

Education

Bachelor's or Master's degree in Business, Information Technology, Public Administration, or a related field
