Job summary

BLN24 seeks a Solutions Architect / Lead Developer to support CFPB RegTech platforms, including HMDA and Small Business Lending Data collection. This role is a key personnel position operating in a cloud-native, FISMA Moderate environment with hybrid/on-site work in the DC area.

You will lead architecture design, govern backlog, translate regulatory changes into technical specs, mentor engineers, and ensure compliance with 508 and security standards.

Qualifications

• Bachelor's degree in Computer Science, Engineering, or related field (or equivalent experience).
• 13+ years of progressive software engineering and architecture experience.
• 4+ years of hands-on Scala and Akka development.
• Experience designing and operating event-driven, cloud-native microservices at scale.
• Regulatory data systems experience (HMDA, Regulation C, Section 1071/ECOA, etc.) at CFPB/FDIC/OCC/SEC/ FHFA/FRB/NCUA.
• Experience with Cassandra or AWS Keyspaces for distributed storage.
• Familiarity with Kafka event streaming in production.
• Experience with Kubernetes, Helm, Docker, and CI/CD pipelines.
• FedRAMP or FISMA Moderate environments, including ATO processes.
• Login.gov or equivalent identity frameworks.

Responsibilities

• Lead architecture design and technical direction across all five BPA task areas.
• Govern the solution backlog, define Definition of Ready, and own architecture/product reviews.
• Translate CFPB regulatory change into technical specifications and acceptance criteria.
• Mentor back-end, full-stack, and DevOps engineers and conduct code reviews.
• Serve as primary technical interface with CFPB's Technology and Innovation Office.
• Ensure all deliverables meet FISMA Moderate, Section 508, and FFP acceptance standards.
