Job summary

The City of El Paso is seeking an experienced IT professional to lead software applications projects and oversee lifecycle activities from design to deployment. You will coordinate with analysts and teams to ensure reliable, secure, and scalable solutions across the organization.

Responsibilities include defining requirements, evaluating tools, creating design specifications, and mentoring staff, with a strong emphasis on compliance, security, and process improvement.

Qualifications

• Bachelor’s degree or higher with six years of software support experience or an associate degree with ten years experience.
• Must pass CJIS background check within six months of appointment.
• CJIS eligibility required; felonies or certain misdemeanors disqualify employment.

Responsibilities

• Lead, oversee and execute technical and project management of software applications.
• Manage resolution of software application and system issues across the organization.
• Lead a team through the full systems lifecycle: design, code, test, implement, verify and maintain.
• Plan projects, coordinate with stakeholders, and ensure availability, reliability and security of applications.
• Document requirements, create design specifications, and plan for interconnectivity.
• Evaluate tool packages, propose technical solutions and ensure alignment with IT strategy.
• Develop test-cases, promote best practices, and guide business process improvements.
• Oversee deployment of new applications, modules and upgrades; manage risk and cybersecurity guidelines.
