Job summary

GovCIO is seeking a Senior Software Engineer to lead design, development, and deployment of complex applications for the VA Data Modernization initiative. This is a fully remote role, based in the United States.

You will mentor mid-level engineers, drive CI/CD pipelines, and collaborate with cross-functional teams to ensure secure, scalable, and compliant software delivery aligned with business goals.

Qualifications

• Bachelor’s degree in Information Technology, Computer Science, or related field plus 12 years of experience.
• Expertise with Java frameworks such as Spring, Spring Boot, Hibernate, and JPA.
• Strong proficiency in modern JavaScript.
• Deep understanding of object-oriented programming, design patterns, and Java best practices.
• RESTful web services and API design.
• Experience with version control systems (Git using ADO or GitHub).
• Comfortable working in Agile/Scrum teams and strong English communication.

Responsibilities

• Collaborate with product owners and stakeholders to translate requirements into features within a modern software development lifecycle.
• Utilize Agile methodologies to manage and deliver work across the modernization team.
• Provide technical leadership and mentoring to mid-level engineers.
• Define technical solutions with architects and product managers, aligned to business goals.
• Conduct thorough code reviews and enforce software engineering best practices.
• Optimize application performance, scalability, and maintainability.
• Design and implement robust CI/CD pipelines for automated builds, tests, and deployments.
• Work with DevOps to improve delivery pipelines and infrastructure automation.
• Ensure security, reliability, and compliance through thoughtful design and automation.
• Participate in system architecture discussions and influence key decisions.
• Investigate and resolve complex technical issues across environments.
