Job summary

Texas Health and Human Services (HHSC) in Austin is seeking a Purchaser VII to lead procurement teams and oversee complex sourcing, contracts and vendor evaluations. This role requires deep knowledge of state purchasing laws and the ability to guide staff through competitive solicitations.

You will supervise and train colleagues, develop process improvements, and ensure compliance with all regulatory requirements while delivering best value.

Qualifications

• High school diploma or equivalent required.
• Minimum five (5) years of purchasing, procurement, or contract management experience.
• Three (3) years of progressive experience in formal solicitation methods.
• CTCD certification preferred or to be obtained within 6 months of hire.

Responsibilities

• Attends work on a regular and predictable schedule.
• Evaluate complex requisitions for compliance and clarify requirements.
• Assist program customers with researching vendors and drafting competitive specifications.
• Direct preparation of competitive solicitations in compliance with laws and HHSC policies.
• Process requisitions to purchase orders and manage tracking contracts.
• Train and mentor procurement staff and develop job aids.
• Prepare financial reports and monitor vendor performance.
