Job summary

Health & Human Services Comm is seeking a Services Procurement Purchaser VII - Team Lead in Austin, TX. The role oversees complex procurements, mentors staff, and ensures compliance with state and HHSC policies while guiding strategic sourcing and contract awards.

Responsibilities include leading solicitations, vendor evaluation, and ensuring timely processing of requisitions to POs, with extensive autonomy and initiative in line with regulations.

Qualifications

• Expert knowledge of state and federal purchasing laws and regulations.
• Experience with competitive solicitations and best-value sourcing.
• Ability to supervise and mentor procurement staff.

Responsibilities

• Evaluate complex requisitions for compliance and clarify requirements.
• Assist customers with vendor research and draft competitive specifications.
• Direct preparation of competitive solicitations in accordance with laws and HHSC policies.
• Calculate bids and recommend contract awards for best value.
• Process requisitions to POs and track contracts.
• Guide procurement processes with checklists and documentation.
• Create trainings and mentor staff in procurement processes.
• Collaborate with leadership to resolve procurement issues.
• Prepare and review financial reports and monitor vendor performance.
