Job summary

Tecolote Research, Inc. seeks a Senior Acquisition professional to support DoW space programs from the AFRL Space Warfare Directorate at Kirtland AFB. The role focuses on defining scope, requirements, and cost/schedule risk across nuclear delivery systems.

You will develop Integrated Master Schedules, apply Earned Value Management concepts, and perform SRAs while engaging with government and prime contractors. Occasional travel may be required.

Qualifications

  • 10+ years of combined industry and government acquisition experience with 4+ years in DoW space programs.
  • Masters degree in relevant field as specified.
  • Nuclear delivery systems experience desired.
  • Experience with DoW acquisition policies and budgeting is desirable.

Responsibilities

  • Define military nuclear delivery system scope, requirements, configurations, and identify/track/quantify cost, schedule, and technical risks.
  • Develop and deliver Integrated Master Schedules (IMS) for nuclear delivery defense acquisition projects.
  • Understand EVM and schedule estimating; substantiate confidence level generation and schedule/prediction analysis.
  • Perform Schedule Risk Assessments (SRAs) using JACS.
  • Interact daily with government personnel, prime contractors; travel may be required.

Job description

This position requires at least 10-years of combined industry and government acquisition experience of which 4-years shall include duties/assignments specifically in support of DoW space acquisition programs. Experience with nuclear delivery systems desired. Master’s Degree (B/S) in Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, or Statistics.

Responsibilities

  • The applicant will help define military nuclear delivery system scope, requirements, configurations, and identify, track, and quantify technical, cost, and schedule risks in a science and technology environment
  • The applicant will be responsible for developing and delivering Integrated Master Schedules (IMS) for nuclear delivery defense acquisition projects
  • Applicant will be responsible for understanding EVM and schedule estimating, substantiation of confidence level generation, and schedule/prediction analysis to monitor/extrapolate cost/schedule performance during mission execution
  • Applicant will perform Schedule Risk Assessments (SRAs) using JACS
  • This position has daily interfaces with government personnel, prime contractors, and occasional travel to other government and contractor facilities.

Air Force Research Laboratory Space Warfare Directorate

  • The AFRL/RJ is located at Kirtland Air Force Base, N.M. The organization leverages multidisciplinary expertise to pave the way for development of future satellite systems, rocket propulsion and space domain awareness capabilities. The Directorate consists of an integrated team of military, civilian, and on-site contractors
  • AFRL executes the Science and Technology appropriations of the Department of the Air Force (DAF).
Skills Required
  • Applicant must have a strong understanding of system engineering, subsystem technical relationships, engineering trades, technology development and risk and system maturity
  • Applicant must be proficient in performing WBS development, and risk analysis
  • Applicant must have working knowledge of M/S Project
  • Familiarity with other schedule analysis tools, e.g., SSI Tools, Primavera, PertMaster, Steelray, Milestone Pro, OnePager highly desired.
  • Proficiency with M/S office applications required, i.e., Word, PowerPoint, and Excel
  • Excellent verbal communication, written, and quantitative analytical skills required
  • Applicants must have experience with DoW acquisition policies
  • Applicants should have a working knowledge of project management processes, earned value management, and project scheduling
  • Knowledge of DoW Budget cycle desirable
  • Certifications: Project Management Institute Scheduling Professional (PMI-SP), Planning and Scheduling Professional (PSP), Microsoft Certified Technology Specialist (MCTS), or Project Management Professional (PMP) desired.
  • Master’s Degree (B/S) in Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, or Statistics.
