Job summary

Tecolote Research, Inc. seeks a seasoned cost estimator with DoD and space program experience to develop and deliver cost estimates at AFRL, Kirtland AFB, NM. The role requires strong data handling, modeling, and PPBES familiarity, plus ACEIT proficiency.

Candidate must have extensive government experience, top secret clearance ability, and the capacity to work in a team environment while communicating with prime contractors.

Qualifications

• Bachelor’s degree required in a relevant field (math, engineering, business, or sciences).
• Minimum 7 years government and industry cost estimating, C/O/E reconciliation, and program control experience (EVMS).
• At least 3 years supporting DoW space programs or related systems.

Responsibilities

• Develop and deliver cost estimates for defense acquisition projects at AFRL, Kirtland AFB, NM.
• Understand cost estimating, defense acquisition, and PPBES processes.
• Create estimates using ACEIT, Excel and other tools.
• Collect, normalize, input data, model costs, reconcile data across systems and reports.
• Develop tools and applications to improve day-to-day efficiency.

Job description

The position requires at least 7-years of combined industry and government acquisition experience of which 3-years shall include duties/assignments specifically in support of DoW space acquisition programs. Education Required: Bachelor’s degree relevant to their area of expertise limited to the following: Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, or Statistics.

Responsibilities

• The applicant will be responsible for developing and delivering cost estimates for defense acquisition related projects at the Air Force Research Labs (AFRL) at Kirtland AFB, NM.
• Applicant should have a thorough understanding of cost estimating, defense acquisition and the Planning, Programming, Budgeting and Execution System (PPBES).
• Applicant will be responsible for creating estimates using ACEIT, Excel, and other software tools.
• Applicant will be responsible for collecting, normalizing, and inputting data, cost modeling, performing research, reconciling data/information across multiple systems and reports, utilizing software in the development of analytical models, interpreting results to generate multiple recommended courses of action, building staffing packages, comprehending and applying concepts/guidance, effectively implementing instructions/policies into routine performance, and developing tools/applications to foster efficiency in day-to-day activities.
• The applicant may be required to work with higher DoW officials and communicate with prime contractor personnel.

Skills Required

• The position requires a minimum of seven (7) years of Government experience in one of the following areas: Cost Estimating, Commitment/Obligation/Expenditure (C/O/E) Reconciliation, and Program Control experience to include Earned Value Management.
• Possess at least three (3) years of relevant experience supporting DoW space programs or very closely related Government weapon system.
• Cost estimating experience on Acquisition Category (ACAT)/ Major Defense Acquisition Program (MDAP) within the DoW highly desired.
• Applicant should be proficient in the use of M/S office applications, i.e., M/S Project, Word, PowerPoint, and Excel.
• Excellent verbal communication, written, and quantitative analytical skills are required.
• Applicant must be proficient in performing government cost estimating activities such as cost/price analysis, WBS development, and risk analysis.
• Familiarity of cost estimating principles/DoW acquisition policies; DoW project management process are desirable.
• Additionally, a strong working knowledge of ACEIT is highly desirable.
• Applicant must be able to work in a team environment.
• U.S. citizenship and ability to obtain DoD Top Secret / Secret Compartmentalized Information (TS/SCI) Clearance required.
