Job summary

Quest Oracle Community is seeking a Risk Manager to support large, complex heavy civil infrastructure programs in Fresno, California. You will lead risk management, maintain the risk register, quantify exposure, and set contingencies suitable for funding agencies and boards.

The role emphasizes workshop facilitation, probabilistic risk analysis, and coordination with contractors and utility owners, with a focus on aligning risk with contract and funding requirements.

Qualifications

• Bachelor's degree in civil engineering, construction management, or related field.
• 10+ years of risk management experience for large, complex infrastructure projects.
• Experience facilitating risk workshops and maintaining a program risk register.
• Experience running quantitative cost and schedule risk analysis and deriving contingency.

Responsibilities

• Develop and maintain the risk management plan, process, and governance aligned with contract requirements.
• Facilitate risk identification workshops with staff, designers, and contractors.
• Quantify cost and schedule exposure and convert results into contingency recommendations.
• Analyze baseline schedule for logic, calendar, and float integrity, and evaluate exposure.
• Track mitigation actions to closure and escalate when needed.
• Review risk allocation in procurement and contract documents.
• Prepare risk and contingency sections of funding submittals and board materials.
