Job summary

CACI International Inc. is seeking a Senior Resource Manager for the Global Mission Operations Support (GMOS) contract, supporting the Department of State.

The role guides a high-performing team to deliver excellence in resource planning, staffing, and cost management. You will develop staffing models, manage labor forecasts, and align workforce with program objectives while working under a Secret clearance.

Qualifications

• BA/BS degree or equivalent with 8+ years of resource management, workforce planning, or program/financial management experience.
• Active Secret clearance required to start.
• Experience managing resource planning, staffing models, and labor allocation for large programs or enterprise environments.
• Ability to develop spend plans, labor forecasts, and cost analyses aligned with budgets and schedules.
• Strong analysis of utilization, staffing levels, vacancies, and performance trends to mitigate risks.

Responsibilities

• Develops and maintains quarterly spend plans across all active and upcoming options.
• Manages end-to-end resource planning, forecasting, and labor allocation.
• Analyzes utilization trends to identify optimization opportunities and cost savings.
• Aligns workforce with program objectives and modernization efforts.
• Leads staffing models, organizational structures, and resource loading across WBS.
• Coordinates transition activities and onboarding within timelines.
• Provides guidance on resource risks and mitigation strategies.
• Manages Key Personnel substitutions without impacting performance.
