Job summary

Amtrak is seeking a Sr Manager Infrastructure Commissioning to establish standardized Testing & Commissioning governance for infrastructure projects. You will coordinate with Engineering, Asset Management, Safety, and Operations to ensure readiness for revenue service, and drive continuous improvement of T&C standards.

The role requires leading cross-functional teams, change management, and readiness reviews while reporting program-level performance metrics.

Qualifications

• Bachelor’s Degree required or equivalent combination of education and experience.
• 9 years of relevant experience required; 11+ years preferred.
• Experience with rail systems or transportation infrastructure capital delivery.
• Familiarity with signal systems and PTC, traction power, track, or communications.
• Experience developing commissioning scopes and stage-gate readiness processes.

Responsibilities

• Develop and ensure T&C governance for infrastructure projects.
• Provide tools and guidance to plan and execute T&C activities.
• Coordinate cross-functional readiness and resolve interface conflicts.
• Lead change management and stakeholder communications for standard practices.
• Oversee T&C strategies, readiness reviews, and risk escalation.
• Monitor performance metrics and drive continuous improvement.
