Commence is seeking a Senior Quantitative Researcher to lead CMS/CMMI implementation and evaluation efforts, turning complex data into actionable insights that inform federal health programs.

This remote role requires strong analytical skills, policy writing ability, and the capacity to mentor junior staff while collaborating with data scientists and economists to apply ML-based methods on the Commence platform. Travel may be required for client meetings.

Formación

• Ph.D. in economics, health services research, health policy, public health, or related field with 4+ years of relevant experience; or a Master’s with 8+ years.
• Hands-on CMS/CMMI alternative payment model implementation/evaluation experience; experience with both implementation and evaluation is preferred.
• Working knowledge of at least two of: participant screening and monitoring, beneficiary attribution, payments and financial incentive design, quality measurement, comparison group design, and quasi‑experimental evaluation methods (difference in difference, event study).
• Experience with Medicare and/or Medicaid administrative and claims data (e.g., CCW, IDR, VRDC).
• Clear and concise writing for federal audiences; proposal-writing experience.

Responsabilidades

• Translate model design documents and policy goals into operational methodologies and specifications using Medicare and Medicaid claims, enrollment, and program data, plus surveys and census data.
• Implementation: Develop, refine, and implement value-based care methodologies, including screening/monitoring, attribution, payment mechanisms, benchmarking and risk adjustment.
• Evaluation: Design and conduct evaluations using matching, synthetic controls, and quasi-experimental designs to estimate impact on spending, utilization, and quality.
• Collaborate with economists, data scientists, and engineers to apply ML-based methods on the Commence platform to develop novel approaches.
• Lead/deliver methodology documents, evaluation reports, and briefings for CMMI model teams; mentor junior researchers.
• Lead and collaborate on the design/write technical approaches for CMS/CMMI proposals; serve in key project roles; manage teams and client relations.
