Job summary

Commence is seeking a Senior Quantitative Researcher to drive CMS/CMMI APM implementation and evaluation using the Commence platform. You will translate policy goals into actionable methodologies, build value‑based care approaches, and lead rigorous evaluations to inform federal health decisions.

Qualifications

• Ph.D. in economics, health services research, health policy, public health, or a related field with 4+ years of relevant experience; or a Master’s degree with 8+ years.
• Hands‑on CMS/CMMI APM implementation/evaluation experience preferred.
• Proficiency with Medicare/Medicaid data (e.g., CCW, IDR, VRDC) or similar datasets multiple data sources.
• Strong writing for federal audiences; proposal‑writing experience.

Responsibilities

• Translate model design documents and policy goals into operational methodologies using CMS data and other sources.
• Develop and implement value-based care methodologies including attribution and risk adjustment.
• Design and conduct evaluations using quasi‑experimental designs to estimate impact on spending, utilization, and quality.
• Collaborate with economists, data scientists, and engineers to apply ML methods on the Commence platform.
• Lead methodology documents, evaluation reports, and briefings for model teams; mentor junior staff.
• Design and write technical approaches for CMS/CMMI proposals; manage project roles and client engagement.
• Manage teams, set priorities, coordinate tasks, ensure timely, high‑quality deliverables within budget.
