Job summary

Commence is seeking a Senior Quantitative Researcher to lead implementation and evaluation of CMS/CMMI alternative payment models, leveraging the Commence platform to generate actionable insights for federal health programs.

You will collaborate with data science, economics, and engineering teams, mentor junior researchers, and deliver reports and proposals to federal clients while working primarily remotely.

Qualifications

• Ph.D. in economics, health services research, health policy, public health, or related field with 4+ years of relevant experience.
• Master’s degree with 8+ years of relevant experience.
• Hands-on experience implementing and/or evaluating CMS/CMMI alternative payment models; both implementation and evaluation preferred.
• Experience with Medicare and/or Medicaid administrative and claims data (e.g., CCW, IDR, VRDC).
• Clear, concise writing for federal audiences; proposal-writing experience.
• Experience with cloud analytics platforms (e.g., Databricks) and Power BI/Tableau; SAS/R/Python/SQL.

Responsibilities

• Translate model design documents and policy goals into operational methodologies using Medicare/Medicaid data.
• Develop, refine, and implement value-based care methodologies including risk adjustment and quality measures.
• Design and conduct evaluations with quasi-experimental designs to estimate impact on spending and quality.
• Collaborate with economists, data scientists, and engineers to apply ML-based methods on the Commence platform.
• Lead and develop methodology documents, evaluation reports, and briefings for CMMI model teams; mentor juniors.
