Job summary

Commence is seeking a Senior Quantitative Researcher focusing on Alternative Payment Model (APM) implementation and evaluation. You will work with CMS/CMMI data, translate policy goals into actionable methodologies, and lead evaluations assessing spending, utilization, and quality.

You will collaborate with economists, data scientists, and engineers to apply ML-based methods on the Commence platform, mentor teammates, and contribute to client-ready reports and proposals.

Qualifications

• Ph.D. in economics, health services research, health policy, public health, or a related field with 4+ years of relevant experience; or a Master’s degree with 8+ years.
• Hands-on experience implementing and/or evaluating CMS/CMMI alternative payment models; experience with both implementation and evaluation is preferred.
• Working knowledge of at least two of: participant screening and monitoring, beneficiary attribution, payments and financial incentive design, quality measurement, comparison group design, and quasi-experimental evaluation methods.

Responsibilities

• Translate model design documents and policy goals into operational methodologies using Medicare/Medicaid data and other sources.
• Design, develop, and implement value-based care methodologies including attribution and payment mechanisms.
• Design and conduct evaluations using rigorous quasi-experimental designs to estimate impact on spending, utilization, and quality.
• Collaborate with economists, data scientists, and engineers to apply ML-based methods on the Commence platform.
• Lead development of methodology documents, evaluation reports, and briefings for CMMI model teams.
• Mentor junior researchers and analysts and manage project teams to deliver high-quality results on time and budget.
