Job summary

Commence is seeking a Senior Quantitative Researcher to lead CMS/CMMI alternative payment model implementation and evaluation. You will translate policy goals into operational methodologies using Medicare and Medicaid data, and apply ML-based methods on the Commence platform to develop novel approaches.

You will collaborate with economists, data scientists, and engineers to design robust evaluations, mentor junior staff, and contribute to federal proposals.

Qualifications

• Ph.D. in economics, health services research, health policy, public health, or related field with 4+ years of experience; or a Master’s with 8+ years.
• Hands-on CMS/CMMI APM implementation or evaluation experience; both preferred.
• Knowledge of at least two topics: screening, attribution, payments, quality measures, comparison groups, quasi-experimental methods.
• Experience with Medicare/Medicaid claims data (e.g., CCW, IDR, VRDC).
• Clear federal audiences writing; proposal-writing experience.

Responsibilities

• Translate model design documents and policy goals into operational methodologies using Medicare/Medicaid data and other sources.
• Develop, refine, and implement value-based care methodologies, including screening, attribution, payments, and quality measures.
• Design and conduct evaluations with matching, synthetic controls, and difference-in-differences analyses.
• Collaborate with economists, data scientists, and engineers to apply ML-based methods on the Commence platform.
• Lead methodology documents, evaluation reports, and briefings for model teams; mentor juniors.
• Design technical approaches for CMS/CMMI proposals and serve in key project roles; manage priorities and client engagement.
