Booker DiMaio, LLC is seeking a Senior Business Analyst to support Baltimore County OIT, focusing on public safety systems and business processes. The role centers on replacing the Jail Management System, validating requirements, evaluating solutions, and guiding successful implementation.

The ideal candidate has deep business analysis experience with complex technology integrations, capable of translating business needs into detailed technical specs and practical solutions.

Qualificações

• Bachelor's degree in Business, CS, or a related field.
• At least five years of professional experience in systems analysis, change management analysis, project management, program analysis, or a closely related field.
• Demonstrated experience with public safety system implementations and post-production support, serving as a primary technical resource.
• Previous experience working for a government agency or public-sector organization.
• Knowledge of information systems planning, development, implementation, and maintenance.
• Experience analyzing business operations and identifying opportunities for process improvement or automation.
• Ability to translate business needs into detailed technical documentation and evaluate the feasibility of IT solutions.
• Strong analytical, problem-solving, and business process analysis skills.
• Excellent written and verbal communication skills and the ability to collaborate effectively with stakeholders, vendors, and technical teams.
• Ability to maintain professional relationships and protect sensitive and confidential information.

Responsabilidades

• Develop and document functional and non-functional system requirements and detailed technical specifications.
• Analyze business processes, workflows, and data flows to identify improvements and recommend technology solutions.
• Collaborate with County stakeholders, subject matter experts, project managers, developers, and vendors to support system design and implementation.
• Develop testing scripts, facilitate user acceptance testing (UAT), and support issue resolution and system integrations.
• Document requirements for system enhancements and change requests, including break/fix activities.
• Assess system performance, reporting metrics, and process controls to identify improvement opportunities.
• Provide technical guidance to County agencies throughout implementation and deployment, including user training and documentation.
• Maintain the security and confidentiality of sensitive information.
