Job summary

CAI in Towson, MD is seeking a Senior Business Analyst to assess, develop, enhance, and implement technology solutions in support of County agencies, with a primary focus on Public Safety systems and processes.

The role is a full-time, 12-month contract with hybrid work arrangements. You will gather business requirements, translate them into technical design documents, work with developers and vendors, and lead user acceptance, testing, and deployment activities across multiple stakeholders.

Qualifications

• Bachelor’s degree in Business, Computer Science or a related field.
• 5+ years of experience in systems analysis, change management analysis, project management, program analysis, or related field.
• Experience in public safety implementations and post-production environment as primary technical resource.
• Ability to produce precise and effective technical documentation.
• Excellent communication skills with internal and external clients and vendors.

Responsibilities

• Gather and document business requirements and translate them into functional specifications.
• Collaborate with development teams and vendors to design and prototype solutions.
• Create and execute unit and integration test scripts; support user acceptance testing.
• Facilitate training and change management activities for county users.
• Analyze business processes and data flows to inform system design and roadmaps.
• Provide ongoing guidance during implementation and post‑go live support.
