Job summary

HCSC is seeking a Proposal Writer to lead large national RFP responses by producing high-quality proposals aligned with policy and client requirements. This role collaborates with Sales, Account Management, Underwriting and other departments to map proposal strategy and ensure timely delivery.

Qualifications

• Bachelor’s degree in Marketing, Communications, English, Journalism or related field and 5 years of proposal management experience in national/public sector OR 9 years of proposal writing/management experience in national/public sector.
• Demonstrated experience leading high‑profile, highly complex RFPs for large, national employer groups.
• Proficient in quickly reviewing solicitations and extracting pertinent information.
• Autonomously leading and developing highly customized proposal responses tailored to the client.

Responsibilities

• Analyze the RFP to interpret requirements, SOW, terms and conditions, definitions, and submission instructions.
• Write, edit, organize and package responses to RFPs under stringent deadlines to ensure qualification in bid process.
• Collaborate with Sales, Account Management, Underwriting and stakeholders to determine goals, messaging and strategy.
• Lead content creation for proposal responses and maintain content in a responsive library and templates.
• Mentor, train, and assist junior Proposal Writers.
