Job summary

Strategic Resources, Inc. is seeking a Proposal Manager to lead and coordinate proposal efforts across business development, HR, and operations. You will develop win strategies, manage timelines, and supervise a team to prepare compliant responses to RFPs, RFIs, and RFQs for federal, military, and commercial markets.

You will guide cross-functional inputs, manage partner relationships, and ensure quality across technical and cost proposals while adapting to changing requirements and deadlines.

Qualifications

• Bachelor's degree in business administration or related field required.
• Minimum 7+ years of proposal preparation, development and analysis experience.
• Minimum 5+ years of supervisory experience.
• Deep understanding of Federal Government procurement policies related to RFPs.
• Excellent written and oral communication skills with all levels of personnel.
• Proficient knowledge of MS Office Suite.

Responsibilities

• Coordinate with business development, HR, operations and other contributors on major proposals.
• Lead proposal planning, writing, and input coordination with internal and partner teams.
• Confer strategy sessions to develop win strategies and themes and assess competitors.
• Create compliance matrices and detailed proposal plans, schedules and templates.
• Guide proposal strategy, identify personnel needs, and select teaming partners.
• Oversee final technical and cost proposal production and bid reviews.
• Maintain communication across centers, capture, contracts, and operations.
