Job summary

Strategic Resources, Inc. (SRI) seeks a seasoned Proposal Manager to lead and coordinate proposals across business development, HR, operations and contributing teams.

You will drive strategy sessions, develop win themes, and manage timelines for smaller to mid-scale proposals in response to RFPs, RFIs and RFQs with an emphasis on quality and compliance. The role requires a strong background in federal procurement policy, excellent communication skills, and the ability to manage multiple projects

Qualifications

• Bachelor's degree preferred in business or related field.
• 7+ years of proposal preparation, development and analysis experience.
• 5+ years of supervisory experience.
• Strong understanding of Federal Government procurement policies related to RFPs.
• Excellent written and oral communication skills across all levels.
• Full, strong knowledge of MS Office Suite.

Responsibilities

• Works with business development managers to coordinate major proposal efforts, including team identification, timelines and action planning.
• Focuses on planning, writes select proposal pieces, coordinates internal and partner inputs.
• Conducts strategy sessions to develop win strategies and themes; analyzes competitors.
• Creates compliance matrices and detailed proposal plans, schedules, and templates.
• Oversees or supports final technical and cost proposal production and bid reviews.
• Ensures smooth communication between Centers, capture manager, Contracts, Operations, and other parties.
