Northrop Grumman Corp. in Redondo Beach, CA is seeking a Proposal Analyst – Level 3 to lead cost proposals, price volumes, and reviews for large engineering efforts. The role is 100% onsite with a 9/80 schedule.

This position requires a Top Secret clearance, a strong background in pricing, and the ability to coordinate across multi-functional teams to deliver compliant bids and negotiate effectively.

Qualifications

• Bachelor’s degree with 5 years of experience in Pricing & Estimating, Proposals or Business Management OR Master’s with 3 years OR PhD with 1 year. An additional 4+ years can substitute for degree.
• Must obtain and maintain a U.S. Government Top-Secret security clearance.
• Strong strategic focus and ability to communicate cost risks to senior management.
• Excellent communication and leadership competencies; proficient with Excel, PowerPoint, Word.

Responsabilités

• Lead and develop small to large Engineering Change Proposals (ECPs) and cost/price volumes from multi-functional input.
• Generate cost proposals per RFP specs and FAR requirements.
• Create and present cost reviews and advise on issues to leadership.
• Ensure compliance with Estimating System and disclosed practices.
• Participate in or lead customer fact-finding meetings.
• Develop ROMs, BPEs, and should-cost analyses with management and customers.
• Lead and support DCAA audit reviews for proposals.
• Represent pricing in contract negotiations and advise on cost risk.
