OCT Consulting LLC in McLean, VA is seeking a Senior Proposal Manager/Writer to lead and support cradle-to-grave proposal development for Federal opportunities. You will coordinate teams and craft compliant content under tight deadlines.

Lead coordination of proposal writing, develop compliance matrices, and write technical and past performance sections while managing multiple revisions in a hybrid role with onsite needs.

Qualifications

• Bachelor’s Degree and 7+ years of experience developing and writing responses to Government RFPs.
• Ability to deliver client-ready materials under strict deadlines.
• Past experience leading small teams in a fast-paced environment is highly desirable
• Strong graphics creation (tables, org charts, etc.) experience is highly desirable
• Experience with the Shipley proposal development process or other structured proposal development methodologies is preferred
• Excellent computer skills, including high level of proficiency with Microsoft Office, particularly Excel, Outlook, and Word, Google Docs, and Adobe Professional

Responsibilities

• Coordinate a proposal writing team, establish priorities, track milestones, and ensure productivity and quality.
• Conduct daily review of opportunities to support pipeline development using GWACs/IDIQs and RFIs/RFPs.
• Develop the outline for the proposal response, compliance matrix, and communicate results.
• Ensure proposals are properly scoped, evaluate assumptions, identify risks, and meet requirements.
• Collaborate with technical and business SMEs, authors, capture managers, and client program managers to develop proposals.
• Create compliant and compelling original proposal content for technical responses to complex solicitations.
• Independently write sections on Technical, Management, Staffing, and Past Performance.
• Manage multiple revisions and maintain a consistent tone across proposals.
• Review artifacts for compliance and responsiveness with Leadership Team.
• Format proposals and design high-impact graphic representations.
