Job summary

SLS is seeking a Senior Proposal Manager to lead the development of complex, high-value proposals for the Housing Division. You will own the proposal lifecycle from opportunity review through final submission, coordinating with technical, estimating, contracts, marketing, and executive leadership.

Qualifications

• 7+ years of proposal development experience.
• Ability to independently manage complex, multi-volume proposals with multiple contributors.
• Strong understanding of proposal lifecycle management, compliance, and persuasive development.
• Excellent writing, editing, organizational, and project-management skills.

Responsibilities

• Lead complex proposals from opportunity identification through final submission.
• Develop proposal schedules, compliance matrices, outlines, assignments, and review plans.
• Lead kickoff meetings, color-team reviews, and final production activities.
• Coordinate contributors across operations, estimating, contracts, marketing, and executive leadership.
• Maintain accountability for assignments, deadlines, and deliverables throughout the lifecycle.
• Manage multiple active pursuits simultaneously while adjusting priorities.
