Job summary

Horning is seeking a Property Manager to oversee two adjacent apartment communities in Washington, DC, with one on-site team. You will manage daily operations, drive occupancy, and ensure stellar resident service while coordinating with regional leadership.

You will lead HUD Section 8 compliance, DC rent control requirements, budgeting, reporting, and capital projects, reporting to the Regional Property Manager and working closely with the Compliance team to maintain inspection readiness.

Qualifications

• Seven+ years of multifamily property management experience, including affordable or regulated properties.
• Hands-on HUD Section 8 experience with recertifications, TRACS, EIV, and MOR.
• Working knowledge of REAC or NSPIRE inspection standards.
• Knowledge of DC rent control and Rental Housing Act registrations.
• Strong financial management, NOI, budgeting, and expense control.
• Leadership of on-site teams with coaching and performance management.
• Proficient in Yardi Voyager and MS Office.
• High school diploma or GED.

Responsibilities

• Manage day-to-day operations of both Stoneridge I and II with a single on-site team.
• Own property-level financial performance including NOI, budgeting, and variance.
• Lead annual budgeting and monthly reforecasting; deliver accurate financial statements and reports.
• Own HUD Section 8 compliance end to end and maintain program documentation.
• Maintain MOR, NSPIRE, and TRACS readiness with Compliance team.
• Investigate and resolve EIV income discrepancies with relevant partners.
• Administer DC rent control: registrations, rent increases, and notices.
• Prepare housing provider petitions with Regional Property Manager and Compliance.
• Directly supervise on-site staff; manager of record for on-site roles.
• Lead hiring, coaching, and semi-annual reviews; drive performance improvements.
• Drive leasing velocity, renewals, and retention within HUD rules and DC limits.
• Ensure rent collection and resident communication meet Horning standards.
• Build relationships with residents, DC Housing Authority, and HUD field office.
• Oversee turnovers, work orders, vendor management, and capital projects.
• Inspect buildings and grounds; coordinate with Maintenance on condition and inspections.
• Ensure compliance with Fair Housing, Section 504, ADA, and Rental Housing Act.
• Report performance, compliance posture, risks, and opportunities to leadership.
