Job summary

Careers In Government is working with the City of Houston Public Works to hire a Tier II Emergency Management professional for the Houston Water / Wastewater Operations. You will supervise staff, manage contracts, and oversee regulatory compliance for sanitary sewer projects.

Requires a Bachelor's in a related field with 6 years of relevant experience; a Master's can substitute two years. A valid driver's license is preferred.

Qualifications

  • Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or closely related field.
  • Six (6) years of experience in construction, construction inspection, design, landscape design, geo-technical, environmental or related field.
  • Master's degree may substitute for two years of the experience requirement.
  • Directly related professional architectural, construction or landscape design experience may substitute for the education requirement on a year-for-year basis.
  • Preference for candidates with scientific, construction and environmental analysis background; valid driver's license.

Responsibilities

  • Supervises technical personnel to develop and negotiate contracts for construction management and services.
  • Coordinates activities to provide compliance oversight and regulatory support for the wastewater system.
  • Reviews bid documents, recommends vendor selection, and manages contracts and addenda.
  • Performs on-site project inspections and assesses contractor solutions for sanitary sewer projects.
  • Evaluates improvements to the wastewater collection system and design standards; attends meetings as required.
  • Responds to inquiries and participates in pilot studies and demonstrations.

POSITION OVERVIEW

Workdays & Hours: Monday - Friday. 7:30 AM - 4:30 PM* * Subject to change

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Supervises and directs technical personnel to develop and negotiate construction management and supplemental engineering service contracts. Coordinates and manages activities to provide compliance oversight and regulatory support to the utility and/or to identify, evaluate, manage, maintain, and rehabilitate sanitary sewers, force mains,and accessories. Total Quality Management of managing specialized work orders, contracts for point repairs, reactive maintenance, and new front easement reconnections. Address sanitary sewer overflows and increased maintenance repairs of sanitary sewers. Facilitates expansion of the current maintenance of the sanitary sewer. Responsible for the effectiveness of the reactive maintenance in reducing the SSOs due to structure failures in the sanitary sewers currently under this systematic program. Provides technical analysis and information to develop solutions to improve effectiveness and efficiency of analysis for repair/rehabilitation of the wastewater collection system. Performs on-site project inspections, investigations, and discussions with contractors and evaluates manufacturer's information to determine solutions for challenging sanitary problems in a timely fashion. Evaluates proposals and makes recommendations for projects and manages demonstration and/or pilot studies. Reviews proposed improvements to wastewater collection system and provides comments. Reviews bid documents, recommends vendor selection for contract awards, and manages contracts. Prepares and reviews contract addendums, reports, plans, projects, and design standards. Establishes goals, develops and evaluates performance of personnel, contractors and projects. Responds to inquiries by departments, consultants, agencies, and the public. Attend meetings and conferences as required.

WORKING CONDITIONS

There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.

This is a Department of Houston Public Works Emergency Management Position at the Tier II Level.

MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.

EXPERIENCE REQUIREMENTS

Six (6) years of experience in construction, construction inspection, design, landscape design, geo-technical, environmental or a closely related field are required.

Substitutions:

A Master's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field may be substituted for two (2) years of the above experience requirement.

Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCES

Preference will be given to candidates that possess a scientific, construction, and environmental analysis background. Has a current and valid driver's license.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

GENERAL INFORMATION
SELECTION/SKILLS TESTS REQUIRED:

None. However, the department may administer a skill assessment evaluation.
