Job summary

WSP USA is seeking a Project Controls Manager to oversee and direct program controls for a large bi-state transportation program based in Vancouver, WA. You will lead cost, schedule, risk management, and data strategy, coordinating with multidisciplinary teams and delivering integrated narratives to executive leadership.

A 10+ year track record, a relevant bachelor’s degree, and EVM mastery are required. WSP USA is an Equal Opportunity Employer.

Qualifications

  • Bachelor's degree in Business, Finance, Engineering, Construction Management, or equivalent.
  • 10+ years in financial controls, finance/accounting, and scheduling on large transportation programs.
  • Experience on large, multi-modal bi-state transportation programs preferred.
  • PMP or equivalent certification preferred.
  • Extensive knowledge of EVM, cost/schedule risk assessment, and master scheduling.
  • Familiarity with state DOT programming processes is a plus.
  • Proficient with Power BI, Excel, Word, PowerPoint.
  • Experience with PMIS platforms (e-Builder, Primavera P6, Oracle EBS, Procore, Kahua) and MS Project.

Responsibilities

  • Oversee and direct program controls for a large bi-state program.
  • Coordinate across projects, managing cost engineering, estimating, risk, document control, data/tech, and scheduling.
  • Develop integrated master schedule, risk register, and spend forecast.
  • Lead cost and schedule risk assessments for the program.
  • Interpret reports, forecasts, and trends to assess delivery impact.
  • Maintain risk registers and support mitigation planning.
  • Evaluate change events and cost implications with commercial teams.
  • Develop monthly program reporting and presentations for leadership.
  • Collaborate with Technology team on data strategy and PMIS modules.
  • Serve as SME on schedule management and EVM.
