Job Description

Turner & Townsend seeks an experienced Senior Project Controls Manager (PCM) for a fast-paced, large-scale construction program. The ideal candidate is a self-starter, proactive, detail-oriented, and experienced in construction industry project controls, with a focus on continuous improvement.

Responsibilities

• Manage cost/change control, including change order review, negotiation, and delay analysis.
• Track and review change orders with the Project Manager.
• Manage contingency draw, budget tracking, invoice processing, and reporting.
• Update owner cost tracking software and manage weekly progress reports.
• Produce monthly management reports, review reports, and earned value reports.
• Reconcile costs with GMP/Schedule of Values and administer contracts.
• Maintain cost benchmarking and on-site records, track project documents, and initiate project closeout.
• Attend change control, risk meetings, and monitor schedule progress, ensuring QA/QC compliance.
• Adhere to SOX controls where applicable.

Key Elements

• Develop and maintain RFP/SOW/change order templates, support service agreements, and track proposals and negotiations.
• Coordinate owner-furnished equipment plans and manage procurement and delivery schedules.
• Monitor financial reports for budget compliance and project charges reconciliation.

Qualifications

• Preferably site utilities experience.
• Based near Westpoint, Pennsylvania, with at least 3 days/week on-site.
• 7+ years of relevant experience in construction project controls.
• Strong knowledge of industry standards, procurement, value management, and engineering.
• Proficiency in spreadsheets, report writing, Microsoft Office, Google Suite, and cloud-based software.
• Knowledge of P6 scheduling preferred.
• Excellent organizational, communication, and team skills.
• Degree in construction, cost management, engineering, or related field.
