Job Description:

Parsons is seeking a talented Project Controls Manager to join our team! You will work on the premier infrastructure project in the country and enjoy all the benefits of working for Parsons. This program is the most urgent infrastructure initiative in the U.S., focusing on rail investments to improve commuter and intercity services, add resiliency, and increase capacity between Newark, NJ, and NYC.

Program Background

The Gateway Program includes the Hudson Tunnel Project (HTP), which involves constructing a new two-track tunnel under the Hudson River and rehabilitating the existing North River Tunnel. The Gateway Development Commission (GDC) oversees the financing and development of HTP. Parsons, as part of a tri-venture with Arcadis and Mace, provides strategic advisory, project management, design and construction oversight, stakeholder coordination, and federal compliance services for this 15-year project.

Position Overview

The Project Controls Manager will develop and manage all phases of project controls, mainly focusing on cost management and reporting. This role involves managing large projects and utilizing extensive experience across various project types.

Responsibilities:

1. Lead cost management and reporting for the large construction program.
2. Provide guidance and assistance to resolve complex project control issues.
3. Interface with clients and attend meetings, providing statistical reports.
4. Manage a team of Project Control Engineers/Specialists analyzing, evaluating, and forecasting project costs and schedules.
5. Assess impacts of design and construction changes and schedule delays.
6. Oversee development and maintenance of reporting systems for project costs and schedules.
7. Customize reporting systems to meet project needs.
8. Create statistical and cost reports for management.
9. Make presentations as needed.
10. Perform additional responsibilities as appropriate.

Education & Experience:

• Bachelor’s degree in Engineering, Construction Management, or related field.
• 15-20+ years of relevant experience, including supervisory roles.
• Strong background in cost management and reporting.

Skills & Competencies:

• Basic engineering knowledge in electrical, mechanical, civil, or related fields.
• Proficiency in Project Controls Software and Microsoft Office Suite.
• Proven supervisory ability.
• Thorough knowledge of industry practices.
